그림에 소질이 있는 동두천 출신의 칠수(박중훈)는 미국에 사는 누나의 초청장을 기다리다가 생계수단인 극장미술부를 그만두고, 장기복역 중인 아버지로 인해 연좌제라는 어두운 그림자에 고통 받는 만수(안성기)의 조수로 일한다. 여대생 지나(배종옥)로부터 실연을 당하고 누나로부터의 연락마저 두절되어 휘청거리던 칠수와 마음의 안정을 찾지 못하던 만수는 거대한 간판작업을 마친 어느 날 저녁, 옥상 광고탑에서 벌인 푸념어린 장난을 시작한다.

Born in Dongduchon, Chil-su is talented in art. While waiting for a wedding invitation from his sister in America, Chil-su quits his job painting theater signs which is his livelihood. He becomes Man-su's assistant. Man-su is in the army serving his military duty. He suffers under the dark shadow of his father. Chil-su gets dumped by Ji-na, a college student, and he loses all contacts with his sister. Understandably, Chil-su feels a little shaken. On the other hand, Man-su is unable to find stability. One night after they finished a large billboard, the two rave around the tower goofing around. However, the police are deployed when they misunderstand and think that they are trying to kill themselves. Through their misunderstanding, Man-su ultimately falls and injures himself while Chul-su is led away by the police.
